Training Course 2015 of National Anti-doping Regulations Held in Guangzhou

Training Course 2015 of National Anti-Doping Regulations was held in Guangzhou on July 1-2. Over 120 delegates from General Administration of Sport, relevant sports management centers, sports bureaus of provinces (autonomous regions and municipalities), PLA sports departments, industrial sports associations and relevant units attended this training course.

This training course aims to deepen the implementation of miscellaneous requirements of Anti-Doping Administrative Measures (hereinafter called “Measures”) and General Rules of Doping Controls in Sports (hereinafter called “General Rules”) of General Administration of Sport, and to enhance the overall level of rule of law and standardization of Anti-Doping work.

JIANG Zhixue, Director of Science and Education Department of General Administration of Sport, and TIAN Ye, Director General of CHINADA, came to the training course and made important speeches. JIANG Zhixue summarized main measures and basic experience of Anti-Doping work in recent years, analyzed current Anti-Doping problems and challenges, pointed out important tasks of recent Anti-Doping work, and put forward new requirements for entire push-on of Anti-Doping wok in the near future. TIAN Ye elaborated the objective and meaning of governing doping problem by law in accordance with the requirements of central government for entire push-on of the rule of law, analyzed new trends of and changes in current Anti-Doping work based on recent work of CHINADA, and put forward comments and suggestions about Anti-Doping work of provinces, cities and associations in the next phase. 

In accordance with the requirements for implementation of Measures and General Rules, the training course conducted special training, including how local sports departments, national single sport associations, and relevant units materialize and normalize the provisions of Measures and General Rules, how to push Anti-Doping propaganda and education forward in accordance with the requirement of Measures, how to declare the athlete whereabouts information accurately and duly in accordance with General Rules and relevant regulations, and how to apply for a hearing and TUE actively and effectively and maintain the lawful rights and interests of athletes.

The training course focused on strengthening Anti-Doping work exchange and sharing work experience. Each unit emphasized the exchange of implementation details of Measures and General Rules, problems in real work and how to do the Anti-Doping work well for the first session of the National Youth Games. Moreover, according to Measures and General Rules, CHINADA revised the Administrative Measures for Athlete Whereabouts Information in combination with the changes in international standards, and solicited opinions from the training course. Delegates were eager to speak, took an active part in it, and put forward their comments and suggestions.
