Control, Effectively Carrying Out the Testing Program in 2020 ——CHINADA Releasing Doping Control Data for 2020

In 2020, China Anti-Doping Agency (CHINADA) formulated the “Program for Doping Control during Epidemic Prevention and Control” and the "Guidance for Doping Control during the Epidemic" ("Guidance") ”, requiring the doping control officers (DCOs) to strictly carry out epidemic prevention measures in accordance with the principle of “Epidemic Prevention First”, while strictly implementing the requirements of the " International Standard for Testing and Investigations (ISTI) "; established innovative testing models such as the DCOs stationed in training bases for a long time; coordinated and mobilized the nation-wide doping control resources as a whole, and transferred local excellent DCOs to perform the tasks with the support from all provinces and autonomous regions; adopted a circuit breaker mechanism to adjust the test distribution plan (TDP) at any time according to the epidemic situation. In the early days of the outbreak, a large number of national teams went overseas to train and compete, for which CHINADA also actively entrusted overseas test authorities to monitor and test the athletes preparing for Olympic Games. The number of the case of overseas testing in the first quarter alone was as high as 657, with an increase of 115% from the total number in 2019. With the joint efforts of all parties, a total of 1,049 batches of DCOs with 2,635 person-times were sent out throughout 2020, with the area that has been tested covering 31 provincial administrative regions and Hong Kong and Macao Special Administrative Region. No athletes or DCOs have been infected with COVID-19 due to doping control, achieving "zero infection and zero transmission" in testing work, ensuring the smooth development of the testing program in 2020.
In spite of the great challenges to doping control due to the epidemic, the testing program in 2020 has been still carried out in an orderly manner. Due to affection by the epidemic, a large number of sports events have been cancelled and the number of the pay test has decreased significantly, leading to a decrease in the overall number of the tests in 2020 compared with previous years. CHINADA focused on the athletes preparing for the Tokyo Olympics and the Beijing Winter Olympics, took into account of the athletes who are preparing for the National Games and the athletes at other levels, and actively accepted the testing entrusted by various federations, provinces, and universities, etc. A total of 14,072 cases of test were carried out throughout the year, of which 12,026 were urine tests, 2,046 were blood tests , 23 positive cases were found, and there were 2 cases of other violations. In 2020, a total of 25 cases of doping violations were found during domestic doping control, with an overall violation rate of 0.18%.
