Annual Report 2020
China anti-Doping Agency (CHINADA) released the 2020 Annual Report on July 14, 2021. The Annual Report presents the development and achievements of CHINADA in 2020. The 2020 Annual Report mainly uses gold and red colors. The gold medals on the cover page represents the concept and mission of CHINADA to win clean medals. The inside pages uses the combination of tables and pictures to enhance the readability.
In 2020, CHINADA followed President Xi Jinping’s important instructions on sports, especially on anti-doping activities, resolutely push forward the fight against doping, reinforced the awareness of “winning moral, noble and clean medals” to ensure “zero occurrence” and “zero tolerance” of doping issues. CHINADA closely focused on the implementation of the Anti-Doping Strategic Plan (2018-2022) and completed various tasks, including promoting the integration of the construction of a long-term anti-doping governance system for winning clean medals with the preparation for the Tokyo Olympic Games and the Beijing Winter Olympic Games.
In 2020, facing the risks and challenges brought by the COVID-19, CHINADA boosted its confidence, cooperated with all relevant parties, and overcame difficulties and the negative influences of the COVID-19 epidemic. By strengthening the construction of the anti-doping organization system, CHINADA ensured that the education qualification, testing and analysis, and food analysis “not stop” and “not interrupted” under the premise of ensuring the health of athletes and staff.
In 2020, 14,072 tests were conducted by CHINADA, and 12,225 samples were analyzed in Beijing laboratory. CHINADA held 319 qualification program, 477 on-line and on-site lecture and 154 outreach activities, and reported 31 ADRVs in total. By the end of 2020, 20 of the 40 NFs had founded anti-doping departments, and 27 of the 31 provinces had founded anti-doping organizations. AAF rate declined from 0.23% in 2019 to 0.16% in 2020, confirmed the effectiveness of anti-doping governance system.
In 2020, CHINADA Strengthen research on the 2021 World Anti-Doping Code and International Standards, promulgated and implemented the 2021 Anti-Doping Rules, promoted the crime of obstructing administration of doping incorporated into the Amendment (XI) to the Criminal Law of the People’s Republic of China, and further improved the anti-doping legal system. CHINADA carried out the research on the review of anti-doping governance system and the pilot stud on the model of best practice, successfully formed China’s Smart Anti-Doping Platform, actively participated in WADA DBS project while fully promoting the domestic DBS research and development, lunched the Coach Information Collection System and Athletes Medication Query System, and actively participated in international exchanges both online & offline and continuously enhanced international influence.
The year of 2021 marks the 100th anniversary of the founding of the Communist Party of China, and the start of the 14th Five-Year Plan (2021-2025). CHINADA will continue as it was and will not slack in the normalized prevention and control of the epidemic and the anti-doping activities, resolutely push forward the fight against doping, make every effort to support the Chinese Sports Delegation to participate in the 2020 Tokyo Olympic Games and the 2022 Beijing Winter Olympic Games clean, and contribute to building of the country into a leading sporting nation.
